An above-ground blockage typically causes water to back up visibly inside the pipe and overflow from the top of the downpipe or from the gutter outlet. An underground blockage may be less visible above ground but will cause water to well up from the shoe at the base of the downpipe or to surface near the stormwater discharge point.
